Indian Mobile Subscriber Base Touches 884.37Million, Says TRAI

According to data released by TRAI, Telecom companies added somewhere around 2.74 million new subscribers in last November. This brings the number of mobile users in the country to 917.33 million . The mobile subscriber base was on the increase since last year and grew by 0.34% in the month of November itself. The number of subscribers in the country now stands aka  total of 884.37 million users .The data also says that Telecom companies had added as many as  7.79 million subscribers in the preceding month of October. The Teledensity of the country now stands at 76.18% . Teledensity is the measure of the number of telephones in use for every 100 individuals living within an area. The increase in this particular quantity can be used a measure to define the development of the country. Normally developed countries have a teledensity of more than hundred which means phones outnumber people. Our Teledensity shows that we are inching closer to being a developed nation soon. This is a hopeful sign. If we have to break the addition of subscribers down we can see that most Telecom companies have done well this month with Idea Cellular adding 2.17 million new users and growing its total user base to 10.39 million. Bharti Airtel increased their subscriber count by 0.96 million people making their total 174.69 million people. Vodafone added almost the same number of people as Airtel (0.92 million) which takes their total to 146.84 million. Uninor, Aircel and RCom added 1.86, 0.67 and 1.01 million people respectively. MTNL has managed to add 31,787 new people in November. Tata Teleservices and BSNL lost  4.44 and 0.18 million users in the month of November. With Mobile Number Portability (MNP) allowing people to switch between carriers, it is slowly becoming more popular and Telecom companies are trying their best to provide good service and retain their customers. 3G Roaming Fiasco Continues; DoT Files With TDSAT

When the stakes are high, there is bound to be competition. The 3G Spectrum sold for thousands of crores of Rupees in India, with operators betting on it turning around their fortunes in the competitive yet low-profit Telecom Market of India.  As you probably know , service providers Airtel, Idea and Vodafone entered into Roaming agreements by themselves. This was vehemently opposed by the Government who asked them to stop . This was seen as a breach of contract by Telecom Heads, who alleged that they were lead to believe this would be allowable at the time of buying the spectrum. Now it was the Government in the form of the Dept. of Telecom (DoT) who are on the offensive. They have attacked the Telecom Companies, alleging that the companies  ’suppressed material documents’ in front of the Telecom Disputes Settlement and Appellate Tribunal (TDSAT), and ‘did not come with clean hands’ on the 3G roaming issue. The DoT filed an affidavit with the TDSAT, requesting them to dismiss the petition by the Operators where they challenge the 3G Roaming Ban. They further restated that the 3G Roaming Pacts were “in violation of various terms and conditions of Cellular Mobile Telecom Service License and various terms and conditions of the Notice Inviting Applications .” Here is an excerpt  from the affidavit filed by the DoT with the TDSAT, ” … in spite of the directions by this Tribunal vide order dated December 24, 2011, the petitioners (operators) have not submitted the intra-circle roaming agreements entered into with various telecom service providers. The present petition is liable to be dismissed on this ground alone .” We can expect a response from the side of the Telecom Operators before long. Depending on what the TDSAT rules, either they will have to stop 3G Roaming immediately, or they will get a temporary stay till it is resolved. This is a peculiar situation, where the Government winning signals a loss for the common man, as he will be unable to use 3G services on roaming networks. What do you think? 3G Roaming And All That You Need To Know

A few days ago, we had reported that the head honchos of major telecom operators in India had met up with key government officials including the Prime Minister, Finance and Communications ministers to discuss key issues plaguing the industry as a whole. A major concern which evolved out of the meeting was regarding the sharing of 3G networks for roaming. In a nutshell, telecom companies are using 3G roaming to offer services in circles they haven’t paid for, something which TRAI vehemently opposes. According to the legalities of 3G sharing, TRAI stipulates that the license a particular operator acquired is an independent license and so, bilateral sharing of 3G services isn’t allowed. Some of the telecom operators had signed agreements with each other allowing them to offer 3G services pan India. The three major players in this regard are Bharti Airtel, Vodafone and Idea Cellular. Tata and Reliance have, however decided to wait and watch rather than joining the fray. The Department of Telecommunication (DoT) has stated that it is thinking of taking some legal action against the three players. This seems like the beginning of a long court trail. But what is interesting is the implication of the whole affair. The way this churns out will be a precursor to the next big battle in telecom – 4G. With 4G touting to offer services that are five to ten times faster than current mobile speeds, the battle among the telcos is going to be huge. Roaming agreements are very important for big telecom operators because of a fundamental fact that they were able to procure the 3G licenses in only some circles during the 3G auctions. Airtel , for instance, has won BWA (Broadband Wireless Access) licenses in only four circles but wants to offer pan India services. In fact, the reason why most of the big telecom companies didn’t auction for many circles is because of the fact that they knew they were going to get into a roaming agreement later on. For Bharti, entering the BWA space will be hugely beneficial as they will become one of the first players to offer pan India connectivity with 2G, 3G and 4G. If 3G roaming agreements are declared illegal, this would hold for 4G as well and Reliance Industries Limited (RIL), which has a majority stake in Infotel Broadband, would become the only player to offer pan India services. RIL realized the potential of 4G long ago and hence it kick started on getting pan India licenses. Now, if 4G roaming were to be allowed, other telcos would have to buy licenses in only some circles and could enter into an agreement with each other, thus reducing their overall cost while gaining pan India connectivity. The new draft telecom policy has clearly allowed spectrum sharing between operators and is expected to be finalized by the beginning of next year. If that goes through, then the current roaming agreements would no longer be illegal. One possibility is that telcos might have to pay a fine for entering into such agreements, but that is a small price compared to the benefits they would be getting. In addition, in 2012-2013, the government is expected to auction spectrum in the 700 MHz band where six to eight players can be accommodated. But there is a hurdle – TRAI states that in the first round of auctioning, telcos who already have spectrum in the more efficient 900 MHz band should be kept out. Vodafone and Airtel would be greatly affected by this. The move would provide a level playing field for the other operators who are on the not-so-efficient 1800 MHz band. If the 3G sharing goes through, the winner is the customer. They wouldn’t have to switch operators because of the unavailability of 3G. TRAI Probes Into Alleged MNP Violations By Airtel & Vodafone

Mobile Number Portability (MNP) has been available in India following TRAI’s directive since a year now. We earlier blogged about how the service has not become very popular among consumers. Besides, the fact that roughly 95% of Indian mobile consumers are on a prepaid plan and generally are not very interested in shifting network operators, there is also the issue of network operators rejecting many applications and sometimes seemingly for no solid reason. This has now reached a head and the TRAI is currently looking into this. The TRAI has served show-cause notices to Vodafone and Airtel as many consumers have reported complaints against them for the rejected MNP applications. TRAI data indicates that during this year some 893 MNP requests were rejected by operators. Furthermore, TRAI has also prohibited operators from charging extra for SMSing 1900 which is the number to avail the MNP service. A TRAI official said, “ We have received their (Bharti and Vodafone) responses. The matter is under examination. After analyzing, we will decide our course of action ,”. TRAI is investigating this issue by sending a team of its officers to telecom operators’ offices and  the telecom ministry has also been alerted to this. “ The department of telecommunications (DoT) may also take necessary action at its end ,” the official added. According to a directive issued by TRAI on  May 24th,2011 rejection of an application on the premise of contractual obligations can only be done if it is a postpaid connection with a bundled phone or corporate connections. Also all those contacts which have an exit clause which consumers are not complying with. TRAI has promised some clarity on the issue soon. The dismal performance or adoption of the MNP has made Telecom authority in to seeing why this is happening, Also there are have been many complaints against network operators delaying the porting and in some cases leaving the customer stranded for days and weeks. A thorough standardized and transparent process has to be implemented soon. Although MNP is not being adopted enthusiastically, we are pretty happy that we have a choice to switch to any network. Idea Cellular To Roll Out 3G Services Next Month?

Quite contrary to its initial plan of launching 3G services in the state of Gujarat by March this year, Idea Cellular has announced its plans of rolling out the services in the entire country by the same time( read: March 2011). PTI reports of Mr. Rajat Mukarji, the chief corporate affairs officer, saying, “ We are looking at launching 3G services next month. We are still working out on details,” He further added, “ The details are still being worked out. ” However, there was no comment from his side as regard to the phases of launching 3G services in the circles where the company has bagged licenses. To remind you, Aditya Birla Group owned Idea Cellular (with a subscriber’s base of over 81 million as on December 31 st 2010) has won 3G spectrum in eleven circles for a sum of Rs. 5,768 crore. These include Maharashtra, Gujarat, Andhra Pradesh, Kerala, Punjab, Haryana, Uttar Pradesh (E), Uttar Pradesh (W), Madhya Pradesh, Himachal Pradesh, and Jammu & Kashmir. The company is rather slow in terms of implementation as its counterpart’s viz. Tata DoCoMo, Reliance and Airtel have already started offering the services. According to a report by Convergence , Idea’s 3G spectrum will be used for both data services as well as de-congestion of 2G voice traffic. Earlier, the company was in talks with a select few operators to be a part of the circles where the company did not win the licences. There was an interesting insight from Telecom Talk stating that way before its launch; its readers spotted Idea Cellular 3G signal in various places of Pune, Maharashtra such as Aundh, Pune University, Baner Road, Pimpri, Chinchwad, Shivaji Nagar, Swargate and Pune Station, Camp . Does not that sound interesting? Share Press also has written about Idea 3G signals being spotted in small towns and big cities of Kerala. Ironically, there was no signal of Tata DoCoMo, which has already launched its 3G services in 9 circles. For our readers’ information, Idea Cellular has the biggest hold in Maharashtra-Goa circle with more than 1,12,81,376 GSM subscribers. Incidentally, it has won the 3G licenses here too. And the company has engaged Nokia Siemens Networks to build its 3G network. It could be seen that the 3G scene in India is getting clearer with each mobile operator joining the bandwagon. It is also anticipated that sooner or later, the remaining players will also chip in. At present, operators have only 5 MHz of spectrum. This certainly needs to be optimized and a broad spectrum is always what these companies should long for. Data plans also need to be competitive and there should be something like unlimited plans as well, of which many are crazy about in India especially youngsters who download high amount of data in the form of music and videos. To sum up, 3G services in India definitely need to catch up the speed to become a good competitor in the global telecom war that is on now. What do you think? ISP’s To Record Online Activities And The RIM Story Continues

Online Privacy and Freedom was one of the most contentious issues debated last year and its importance – and the spotlight on it – will only grow this year. It is always tricky to label how much snooping is too much snooping when it is done in the name of National Security. Never easy to put it down in black and white, I guess you’d have to say it is more like a spectrum. Depending on where you stand on this spectrum you are likely to be outraged, relieved or downright confused by this news – The Intelligence Bureau wants ISPs to keep logs of all online activities of its customers for 6 months. Yes – 6 whole months. This included addresses of all websites visited along with the date and time of the visit. It also wants all financial transactions to be stored. There’s more, the IB has also reportedly asked the Telecom and IT departments to work with the National Informatics Centre and telecom companies to devise a system that is capable of uniquely identifying a person using the internet anywhere in the country. I’m not sure how feasible this is in reality but according to ET , it may involve having to enter some identification/password every time a person wants to access the Internet. This is bound to make a lot of people uncomfortable. According to Rajesh Chharia, president of the Internet Service Providers’ Association of India, presently ISPs keep track of IP addresses of an internet connection. While stating that they were not aware of the IB’s proposal, he added that it would ‘pose a huge logistical challenge for ISP’s and increase costs’. You can breathe easy for sometime though, because according to the telecom ministry this can only be put into effect once India’s Centralized Monitoring System is functional. Looks like Big Brother may have to wait a while. RIM SAGA Continues In our telecom recap for 2010 we noted that the RIM story is far from over, and well, almost on queue the company has denied reports in the Indian Media last week that suggested it has granted access to its corporate data. The report suggested that RIM had agreed to the installation of a Network Data Analysis System which would give Indian Security agencies access to secure BlackBerry data. RIM has termed the report ‘Inaccurate and Misleading’ and clarified that the NDAS is a tool that gives Indian Security Agencies lawful access to its services, which included BlackBerry Messenger Services. With under a month to go for the January 31st deadline, one wonders what the outcome of this 2 and a half year long tussle will be. Reliance Communications Announces 3G Services!

More news on the 3G front, or just timely PR, Reliance has just announced that will begin the rollout of its 3G services with Delhi, Mumbai, Kolkata and Chandigarh. The company says that it has start the roll out processin a period of 100 days. As the end of the year approaches, we should expect more news of this sort from other telecom companies as well. ( Image Credit ) Reliance for its part has said that it will complete the roll out  3G services in 13 telecom circles where it has 3G licenses by the end of March 2011 – around the same time Vodafone said they would be launching theirs. Airtel had said they would be rolling out their services by the end of December. As far as the other 9 circles are concerned Reliance said they would be looking to partner with other telecom service providers. The company envisions a WireFree India by 2015, while that maybe a tad too optimistic, it will be impossible to get anywhere close to is unless the country has reliable and affordable high speed wireless connectivity. The 3G network is expected to provide speeds of upto 28 Mbps. Suddenly my 3.1 Mbps wireless dongle is looking very ancient! Just last week the company announced a new Rworld with Motricity, apart from that it has tied up with companies like Nokia, Facebook and Ericson for everything ranging from mobile handsets to infrastructure to applications. For the record, these are the circles in which Reliance has 3G licenses – Delhi, Mumbai, Kolkata, Punjab, Rajasthan, Madhya Pradesh, West Bengal, Himachal Pradesh, Bihar, North East, Jammu & Kashmir, Orissa and Assam . Syed Safawi, CEO – Wireless Business, Reliance Communications had the following to say  “The launch of Reliance 3G is an integral part of our Vision 2015 of creating a  ’Wirefree India’ built upon the ‘affordable 3G for All’ platform. Personalization of Services, Simplification of Tariffs and a  Content Rich Portfolio on the ‘Best in Class’ 3G Wireless Network will enable Reliance customers to get a much superior 3G service experience, significantly differentiated from others in the marketplace, Reliance 3G places us in a unique position with our suite of  offerings  covering 3G, CDMA, GSM and Mobile Broadband Data Services on the wireless platform”. Given the fact that no operator has 3G licenses in all 22 circles. 3G rollout for any operator is going to be a slow process. First implementing it in the circles where they actually have network. Then finding the most suitable partner for all other circles. Expect some behind-the-scenes heavy duty negotiation and wheeling dealing there. So a pan India rollout could extend well beyond March. Tata DoCoMo Unveils 3G Services – Free For A Week!

First place in the 3G race(among the private telcos) can now officially be given to Tata DoCoMo. The company unveiled ‘Tata DoCoMo 3G Life’, its 3G service. And in what can be described only as a “Bumper Diwali Gift” for its customers, it will offer 3G services free of cost for a whole week, beginning midnight on November 4th. Tariffs will be made public before November 11th. Just like Aircel , DoCoMo too will inject $500 million into the rollout. It has 3G spectrum in 9 circles including Karnataka, Kerala, Madhya Pradesh-Chhattisgarh, Rajasthan, Gujarat, Uttar Pradesh (West), Punjab, Haryana and Maharashtra. It hopes to complete a rollout in these circles by the end of the year. The company attributes its ability to be the first one out of the blocks to the fact that it laid out a 3G ready network when it set out to launch its 2G services. So could we put that down to ‘late mover advantage’?  It does partner with the Japanese based NTT DoCoMo which has always pioneered research in telecom space, it was one of the early movers with 4G too. Others however attributed to it the company’s relatively small network. While Tata DoCoMo doesn’t cover most of the Metros, where many expect a stronger uptake of 3G. It will cover 51 percent of towns with a population over 1 million and 60 percent of the towns with a population over half-a million, where 3G has the potential to be a revolution – provided it is ‘competitively priced’. 3G is not a premium service Everyone remembers how Tata DoCoMo triggered a price war thanks to its ‘disruptive innovation’ – the per second pulse. Then, it was one of the last entrants into the space. With 3G, being an early mover, it has the opportunity to set the tone for the entire 3G market. And in a price sensitive market like India, we all know what the best way would be. Anil Sardana, MD, Tata Teleservices has stated that the company does not consider 3G to be a premium service.  It is expected to have tariffs that will ‘incentivize’ higher usage. The stand not to classify its 3G service as premium is vital, given its network footprint has a large number of towns. The Launch Since it is Diwali and gambling is in the air. Tata DoCoMo has taken Aircel’s bet of 4 ‘3G Experience Centres’ and raised it to 4000 retail stores that will serve as ‘Experience Stores’ coupled with 1 week free  of 3G services. At these stores, customers will get a first look at its 3G services like video SMS, video streaming, mobile television, ultra-high-speed data transfers, route-finder and even ‘live aarti’. Smart Move! The 3G Life microsite is setup to catch all the buzz related to 3G on social media. Even filter it and look at exactly what people saying about a 3G area of your interest. The 3G section on its own website is loaded with a countdown to 3G , list of 3G compatible phones and answers to all things 3G!And the 1 week free 3G services idea is simply brilliant. Sure, it will lead to some loss in revenues. But it will allow them to study 3G usage unhindered and design their tariffs in a way that would probably appeal most to 3G adopters.May even win some customers. In case you’re wondering, Tata DoCoMo subscribers will automatically be given access to its services once it is deployed since all SIM cards are 3G enabled. The 1 week period will also be a mettle test for its network infrastructure and the give us a good idea of what to expect. And when (and if) Mobile Number Portability comes in. Who knows! The FlipSide There are some serious concerns about DoCoMo’s ARPU(Average Revenue Per User), which is already among the lowest in the telecom space. And the effect of a 3G price war on the entire telecom industry, should the company spark one off with low priced 3G services. But Tata DoCoMo is relying on the fact that increased 3G usage and the consequent increase in a subscriber’s monthly bill will bode well for the company. Reliance Announces Pan-India SMS based Mobile Conferencing

Reliance Communications has just announced India’s First Handset Independent SMS-based Mobile conferencing service. The voice conferencing service is being offered as an extension to its existing conferencing product, Group Talk . The new service will enable Reliance Mobile customers to establish a conference call amongst a group of 9 contacts with a single SMS. The group-oriented service will be made available to all Reliance Mobile GSM and CDMA subscribers using any handset through the ‘SMS based Mobile Conferencing’ solution from US based Kodiak Networks. According to Mr. Anil Pande, Head – VAS, Reliance Communications , “ Our Mobile Conferencing service is a cost-effective, efficient and convenient solution that enhances productivity of small, medium enterprise customers. Introducing the service now on SMS – the preferred mode of communication for youth and young executives today, will lead to popularization of conferencing. ” The earlier iteration of Group Talk was designed to work on handsets with Java, Qualcomm’s Brew running Symbian or BlackBerry OS through an app downloadable from RWorld. The SMS based variant is likely to increase the prospective user base – both in terms of availability and ease of use. Subscription to the service costs Rs.40/month. Groups can be created via a text message and calls can be initiated in the future through either the Dial-in (postpaid and prepaid) or Dial-out (postpaid only) mode.
